Organization Background:

SAATHII is a non-profit organization (NGO) that works to strengthen and expand sexual, reproductive, maternal and child health and legal aid services for HIV-affected and other vulnerable communities in India. Headquartered in Chennai, with offices in nine states of the country, SAATHII works in partnership with local authorities, civil society groups and communities marginalized on account of HIV and gender/sexuality to strengthen service provision, uptake and quality, and advocate for access to health, education, social protection, and justice.

About the Project:

SAATHII has been selected as a sub-awardee for the USAID-supported MOMENTUM- Safe Surgery in Family Planning and Obstetrics – a global project being implemented by Engender Health. The project seeks to sustainably support the Government of India (GoI) in strengthening surgical safety within family planning and obstetric care, by promoting evidence-based approaches and testing innovations.

SAATHII will act as an implementation agency for enhancing the capacity of primary healthcare facilities to provide emergency COVID-19 management (focus on new-borns, adolescents, women in the reproductive age group) across twelve districts in three states of Assam, Karnataka, and Odisha. The project will further facilitate strengthening of mechanisms to prevent, identify, and respond to gender-based violence (GBV) at the community and health facility levels, and will provide psychosocial support to frontline health workers providing COVID care across these twelve districts. The project will be implemented over an 18-month period.

Job Description:

SAATHII seeks one full time State Program Specialist to lead implementation of this USAID- supported project focused on health system strengthening in COVID-19 emergency management, mental health support for health care providers, and building the capacity of government institutions to respond to gender-based violence (GBV). The Program Specialist will lead project implementation at in the state of Odisha in four districts, ensure coordination between various project functions, completion of deliverables within stipulated timelines and the quality of deliverables.

Project Duration: 07 months

Start Date: Immediate

Reporting to: National Program Specialist

Specific Responsibilities:

• Support National Program Specialist and Project Director in developing Project Implementation Plan, M&E framework, risk management and other required management tools for training of health care providers on COVID and Gender Based Violence
• Provide managerial oversight and monitoring in the state throughout project implementation, to achieve the overall objectives.
• Guide and develop project strategies in the state and work plan modifications in consultation with Project Director, National Program Specialist, and the national team,
• Provide guidance and support to District Coordinator and GBV Officer, and review progress against plans based on the monitoring and evaluation framework
• Coordinate with state government officials and representatives of technical partners to ensure smooth implementation and reporting
• Represent the project to state level stakeholders including government officials, partners, and civil society stakeholders
• Travel to project districts for review and monitoring, and provide inputs
• Send periodic updates to Program Specialist highlighting challenges in project execution, and provide guidance to team members to arrive at solutions
• Establish and maintain strong working partnerships with all project partners and stakeholders
• Development of progress reports, training materials, process documents, IEC materials, and other required deliverables, along with the team

Qualifications, Experience and Competencies:

• Post graduate degree in Public Health/and/or Business Administration / Hospital Management/Healthcare Management
• 6-8 years of progressively responsible professional experience of managing state level programs, and experience with government engagement
• Experience with capacity building programs and health systems is necessary
• Proven understanding of GBV in India and experience with interventions addressing GBV desirable
• Prior experience of working on USAID project desirable
• Demonstrated skills in teams, partner, and donor management
• Ability to work independently, within tight timelines on competing priorities
• Ability to work in a complex, multicultural environment
• Highly proficient in spoken and written English, and Oriya language
• Willing to travel extensively
