Jhpiego is hiring for the position(s) of State Consultant – Procurement and Supply Chain Management (PSM), to be based at Guwahati (Assam), under its USAID supported comprehensive primary healthcare project – NISHTHA implemented by Jhpiego. This position will support the program management activities of implementing unit at Assam Medical Services Corporation (AMSCL).

The position-holder shall be responsible for overall coordination at State Level for the implementation of project in the districts identified by AMSCL. This position requires prior experience of working in areas of public health procurement, logistics and supply chain management activities, having public health experience, strong coordination skills, understanding of concept of Health & Wellness Centres (HWCs), and ability to develop positive, professional working relationships with various government counterparts and other stakeholders. This position will report to the State Program Officer (NISHTHAJhpiego).

Job Responsibilities:
• Will work in coordination with the State Program Officer- NISHTHA, Jhpiego
• Will work closely with Government Official- like NHM, AMSCL, etc.
• Responsible for the overall management of the project activities, training, and workshops planned in the identified districts.
• Support the roll-out of DVDMS application in the health facilities and follow up on capacity building and hand-holding support at field level
• Support AMSCL and State NHM divisions in all aspects of procurement including planning, quantification, demand estimation, drafting bid documents, bid evaluation, preparing award recommendation, contract drafting, handling DVDMS portal, monitoring, and reporting on procurement & contract management and conducting post procurement reviews
• Responsible for providing advocacy, and liaison support required at the state/district level or any other support required to work out the field challenges and issues
• Review and compare multiple quotations, bids as per the established policy and analyze the item specifications, pricing and lead-time etc.
• Responsible for coordination with procurement unit of AMSCL, procurement agencies, suppliers/vendors/distributors and maintaining regular updates of supply status of essential drugs
• To support AMSCL in developing supply chain SOPs for district drug warehouses and to build capacity of district team & field level staff on SCM
• Frequent travel to the district warehouses/stores, health facilities etc. for support, guidance and review in consultation with AMSCL and State Program Officer.
• Participate in the monthly meetings organized by the Government or other stakeholders at the state/district level.
• Coordinate and work with NISHTHA/Jhpiego team at the state and national level.
• Any other work assigned by the supervisor in benefits of the project NISHTHA.

Key Deliverables expected from the PSM Consultant are:
• Achieving at least 90% target for roll-out of the DVDMS application at PHC/SHC level in the State
• Facilitate Trainings of all the staffs of health facility on SCM/DVDMS at facility level
• Identification of gaps- Logistics Process, Storage/Transportation, Training, Documentation, LMIS reporting etc.
• Weekly follow ups & site visits to check on improvement and meeting the gaps identified
• Coordinate with State/district for meeting the gaps identified
• Identify and share local best practices for upscaling and overcoming the operational bottlenecks in supply chain management

Abilities and Skills:
• Demonstrated ability to develop productive relationships & working with varied stakeholders and organizations including government counterparts
• Technically proficient with up-to-date skills required for the assigned task
• Good verbal and written communications skills
• Ability to multi-task and work in a multicultural environment. • Proficiency in computers and MS Office applications
• Ability to travel up to 15-20 days of the month.

Qualifications/Knowledge & Experience:
• Master’s Degree or Diploma in Pharmacy/Logistics/Supply Chain Operations/Public Health management from Govt. recognized Institution with minimum 5-7 years of experience in procurement and logistics of drugs in Govt. organizations/corporations etc.
• 5-8 years of experience in the development sector handling projects at the district/division/state level.
• Familiarity with the Indian Public Healthcare System, key stakeholders, and relevant government policies/ strategies particularly National Health Mission.
