JOB DESCRIPTION Job title State Consultant – PMTCT Department: Programs Implementation Reporting to Project Lead Location Lucknow, Patna, Raipur, Ranchi, Bhubaneswar and Guwahati Duration of the project Uttar Pradesh and Bihar (six months from date of joining) Jharkhand, Chhattisgarh, Odisha, Assam (three months from the date of joining) Level Of Contact With Children: 2 – Sporadic or Occasional contact with Children The position holder shall be responsible to adhere & work within the ambit of Plan India’s Child Safeguarding & Gender Equality Policies. ABOUT PROJECT Plan India is a child centred international development organization that aims to promote Child rights and improve the quality of life of vulnerable women & children. Plan International (India Chapter) is one of the Principal Recipients (PR) of Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund) in India for a Prevention of Mother to Child Transmission (PMTCT) of HIV. The grant is aiming to synergies efforts with the government and civil society to ‘provide universal access to HIV/AIDS prevention, care and support services to all pregnant women registered for ANC, identified positive pregnant women and HIV exposed children. The Global fund grant on PPTCT compliments the national PPTCT programme. Plan India’s Global Fund Grant, third phase of AHANA on Prevention of Mother to Child Transmission (PMTCT) is being implemented in 307 districts in 13 states (Bihar, Chhattisgarh, Jharkhand, Odisha, Uttar Pradesh, Assam, Meghalaya, Sikkim, Manipur, Arunachal Pradesh, Mizoram, Nagaland and Tripura) for the duration of January, 2021 to March, 2024. To attain the PMTCT target by 2026, engagement with private sector is critical since, private sector contributes 26% (Source- National Family Health Survey-5 report) in rendering antenatal and institutional delivery services. SCOPE OF WORK • Achieve engagement target of mapped private health facilities • Establish strong linkages with SACS, NHM (State & District) and private medical associations such as- FOGSI, IMA, IAP • Facilitate re-mapping exercise to determine functional private health facilities in the entire State • Provide support in ensuring the data quality in private sector dashboard • Partner with Private medical associations in organizing webinar to create awareness among private health service providers on EMTCT and role of private sector in all the project state • Facilitate in District level EMTCT meeting under CMO to share the private sector progress and seek support in getting the list of private health facilities providing ANC services and its engagement as per GOI protocol • Monitor private health facilities to assess the status and quality of engagement • Provide support in the data cleaning, data compilation and report writing EXPECTED OUTCOMES • Engagement of remaining 2971 ANC providing private health facilities in 6 States. • Facilitate re-mapping exercise in 6 States to verify the functionality of engaged facilities and adding new facilities if established recently • Facilitate random sampling to ensure the engagement and data quality • Push private health sector agenda in the District EMTCT meeting to prepare Districts for transitioning • Facilitate formulation of transition strategy to handover the reporting of model ‘C’ facilities to system • Ensure Data quality of private sector dashboard QUALIFICATION & WORK EXPERIENCE • University degree preferably a medical degree, or a Master in Public Health • 2 year work experience in the development sector, with a focus on working with private health sector, especially private medical associations like FOGSI, IMA & IAP. • Experience in managing multi-stakeholder processes, private sector, NGO and Govt. bodies such as NHM, SACS etc. • Good communication skills including fluency in written and spoken English. • Ability to use Microsoft office (word, excel, power point) Travel Requirements: 12 days per quarter for each consultant.
