For more information about The Union’s work in South-East Asia, please visit http://www.theunion.org/where-we-work/south-east-asia About the Project: The Axshya Plus Project is a Global Fund supported Grant for the period of 3 years starting 01st April 2021 to 31st March 2022. This project is a new intervention in the field of TB prevention aligned with two of the four strategic pillars of India’s National Strategic Plan 2017-2025 to “Prevent TB” through contact tracing, management of Latent TB Infection (LTBI) and air borne infection control and “Build TB” by carrying out research in different areas through technical assistance. Project Axshya Plus will majorly focus on Latent TB infection-diagnosis and treatment under programmatic conditions. Besides this, the Project will also work in close coordination with the National TB program to strengthen multisector engagement to make the country TB Free by 2025. The project activities will be implemented in 7 States (Assam, Chhattisgarh, Himachal Pradesh, Jharkhand, Maharashtra, Madhya Pradesh and West Bengal) and 100 districts with gradual scale up in year two and three of implementation pan India The Position: The Senior Technical Advisor – Multisectoral Coordination will be located at Delhi office and would be providing National level support to the 7 States under the Axshya Plus geographies majorly with pan India expansion in a phased manner. The Senior Technical Advisor will work very closely with the Regional Consultants- Multisectoral Coordination, CTD and NTEP staff and would be reporting to the Project Director- Axshya Plus. Terms of Reference: • Identification of key stakeholders including line ministries and corporate bodies at national level. • Provide support in organizing stakeholder consultations through business associations and government at national level • Direct outreach and mobilization of important stakeholders /ministerial authorities to support government initiative to eliminate TB in India. • Direct outreach and mobilization of corporate partners to support government initiative to eliminate TB in India. • Develop and maintain good relationship with a network of national and international technical experts and champions who will lend their support to Corporate TB Pledge • Coordinate with Axshya Plus State team and Regional coordinators- Multisectoral Coordination to provide Technical support in project implementation sites including training programs and coordination with stakeholders • Provide documentation and monitoring support to review monthly quarterly and annual reports provided by Regional coordinators and provide necessary feedback and inputs. • To provide coordination support with Government to access local support and services. • Support in developing need based IEC materials for multi-sector projects. • Ensure documentation and dissemination of good practices • Provide technical support in designing workplace and CSR projects on TB • Work closely with CTD for regular updates and to mobilize government support for smooth implementation of project activities across states. • Managing the activities in accordance with the standards, policies and procedures of The Union and donors. Providing for the appropriate control and accountability of all funds, physical assets and other property. • Perform other relevant duties as required by Project Director and Regional Director of The Union South-East Asia Office. Qualification & Experience: • Postgraduate degree or diploma in public health, MBA is desirable in related field • At least 10-12 years relevant and professional experience • Experience of working with international donor funded projects related to national programs • Experience of working with Central and State government in public health programs Desirables: • Knowledge and experience of wide range of technical and programmatic areas • Prior experience with international organisations on donor funded projects Proven quantitative and qualitative research and drafting skills Competencies and Skills: • Capacity to work independently and in a team environment with strong self-motivation, tact and diplomacy • Demonstrated experience in implementation/ support to TB control efforts in India • Excellent negotiation and advocacy skills to interact with people at all levels in a multicultural and multi-disciplinary environment • Proficiency in MS office (Word, Excel, Access, PowerPoint, Outlook), Data management software, Internet. • Excellent drafting and presentation skills including ability to draft clear and concise reports • Flexibility and willingness to work on a range of tasks • Willingness to travel within country as per project needs. • Ability to plan, set priorities, handle multiple tasks under tight deadlines Compensation offered: Maximum CTC budgeted for the position is INR20,86,000 per annum (non-negotiable).
