LORDS EDUCATION AND HEALTH SOCIETY| WISH FOUNDATIONNOTICE: REQUEST FOR PROPOSALComprehensive Documentation and Impact Assessment of DHWCi – MRF001Closing Date for SubmissionsJuly 7th, 2023, at 5:00 PMINTRODUCTION & BACKGROUNDLEHS, a not-for-profit organization works towards improving the quality and access to primary healthcare services for underserved communities. The Organization is working on primary healthcare models through a partnership with State governments, international agencies, and the private sector by appropriately introducing promising healthcare innovations in the public health system in order to build an equitable, innovation-led, and evidence-based quality healthcare system within easy reach of the underserved population of Rajasthan, Madhya Pradesh, Delhi, Uttar Pradesh, and Assam. WISH (Wadhwani Initiative for Sustainable Healthcare) is a flagship program of LEHS in India.LEHS is playing the role of a facilitator in setting up and operationalizing technology-enabled Health and Wellness Centers in alignment with the Government of India’s vision of provisioning of comprehensive healthcare services at the primary healthcare facilities (SCs and RPHCs, UPHCs). The operational diversity of the model of Health and Wellness Centres across states has elements comprising Teleconsultation, Point of care devices for diagnostics EHR and Automatic Drug Vending machines. One such model will include strengthening a First Referral Unit (FRU) to provide specialist teleconsultations in U-PHCs. In order to upgrade the existing RPHCs/ UPHCs and SCs to HWCs, a holistic assessment of the readiness of the facilities is essential. In this context, a detailed facility-based gap/readiness assessment is planned to be conducted in 100 facilities across four states of Rajasthan, Madhya Pradesh, Uttar Pradesh, and Assam.PURPOSE AND OBJECTIVES OF THE STUDYTo understand the uniqueness, efficacy, replicability/scalability of the DHWC model there will be a three-stage process with 3 specific knowledge productsProcess documentation to understand replicability and scalability of the modelThe process documentation will capture all processes related to DHWC, that were performed to establish and operate the DHWC and improve quality of services. It will also capture feasibility of replicating and scaling up of the model.Model comparison to understand uniqueness of the modelThe model comparison will aim to understand the uniqueness of DHWC model with respect to the teleconsultation models that exist within the country both in public and private domains.Endline study to understand, efficacy and impact of the modelThis evaluation will aim to assess the strengths and weaknesses of the project implementation (what works and what doesn’t?) and the impact of its deliverables and to study the potential for sustaining its current activities in the future. The endline evaluation could help in formulating future DHWCi strategies. So, the evaluation of the digital-enabled Health & wellness center (DH&WC) is to understand the acceptability, demand, implementation, practicability, impact, and quality assurance mechanism through the establishment of DHWCs and integration of advanced med-tech products for advanced diagnostics to demonstrate technology and innovation led primary healthcare model.OBJECTIVES OF THE STUDYProcess documentationThe process documentation will aim to capture the existing processes of DHWC, document the steps to replicate or scale DHWC model in diverse geographiesModel comparisonThe model comparison study will be done to understand the unique features of DHWC that makes it a comprehensive teleconsultation modelEndline evaluationThe objective of this evaluation is to assess SOAR i.e., strengths, opportunities (for future implementation), aspirations, and results (what works and what didn’t?) i.e., the impact of the model. The study ambits to capture the potential/feasibility for sustaining its current interventions/solutions in the future. The sustainability of the given model is especially important given that LEHS |WISH aims towards a paradigm transition to forums & platforms (i.e.,”4P” transition) advocating for scale & replication of the model through government systems and channels as per its strategic plan.For detailed information, please check the complete version of the advert attached below
