1.                BACKGROUND
 
Pathfinder International India (PFI) is a Section 8 Entity established in 2011 by PFI International. PFI has dedicated itself towards addressing the health issues of women, youth and adolescent health to advance India’s development priorities. PFI’s aspiration is 350+ million citizens participate in and benefit from India’s economic and development growth. PFI considers regressive and restrictive gender and social norms a barrier to this aspiration, and a root cause in preventing the full realization of entitlements and rights by marginalized populations, women and girls, and young people. PFI believes cooperation and collaboration between governmental, non-governmental and private sector organizations is necessary for progress in addressing barriers, constraints, and challenges to successful rights-based development outcomes. The inclusion of individuals, communities and their representative institutions are critical in this process. PFI International India has implemented multiple projects to bring necessary information and services to the people who need them most, in collaboration with the state governments, development partners and corporates in India.

2.                PROJECT OVERVIEW

Mobile Screening Initiative For TB – with Fujifilm India’s support and technical support from The Union at selected districts in coordination with State TB Cell and District TB Offices, PFI is implementing community-based active screening of vulnerable individuals through a hand-held X-ray device & community ownership. The project will identify individuals who are vulnerable to developing TB, such as household/close contacts of TB, Malnourished (BMI<18.5), chronic smokers, chronic alcoholics, individuals with other immunocompromised conditions/on immunosuppressive drugs) and screen all presumptive TB cases and offer Chest X-rays through a hand-held X-ray device. Individuals with abnormal X-rays or symptoms suggestive of TB will be offered NAAT through district NAAT labs and further treatment through the public health system under supervision of district TB unit.

3.                SCOPE OF WORK (SOW)

PFI solicits a proposal from Mobile Van/Marketing Van Services Provider (Agency) to provide mobile van services to carry the mobile X- Ray device and create awareness in the villages of the project area on monthly basis.

Project Area: Kerala (Wayanad), Gujrat (Kutch), and Assam, the districts Sonitpur, Golaghat, Shibsagar, Jorhat, Dibrugarh, Tinsukia
The select Agency will provide the following services during the tenure:
Ensure provide vehicle rental service with qualified drivers to support transportation of the X-ray device and the project team as per the PJC under the guidance of the project manager.
Ensure maintenance of the vehicle logbook and duly signed by the traveler staff for daily use.
Qualified driver capable of filling up the logbook with daily use and mileage.
Carry mobile X-ray devices under the supervision of the X-ray technician to the project location as guided by the project manager.
Ensure the overall maintenance of the vehicle and implement safety protocols in the van for staff safety during the performance of services
Report any unwarranted incidence such as accidents as per the safety protocol of the project in time.
Vehicle will be branded with promotional vinyl create. Agency will ensure that the van branding is maintained properly and intact and report any wear and tear of the branding of the van to the project team.
It will be the responsibility of the Agency to maintain the creative fabrication and if required, they should be open to refurbishing.
Any permit requirement to run promotional van should be the responsibility of the Agency. PFI will only provide a letter of program support.
Submit the logbook and associated invoices on monthly basis to the finance department for processing of payments.

4.                MANDATORY REQUIREMENTS

A vehicle – Mahindra Bolero or an equivalent with valid vehicle registration and insurance documents
Driver with valid driving licenses
Transport permission to run the van for the awareness activity and carry mobile X-ray device
Documentation and safety of the vehicle in compliance with the law
Vehicle should not be more than 3 to 4 year old
Vehicle should also have a provision of putting a mic system which will be used for awareness and PA announcement.
The driver to wear project T-shirt, cap and Mask (promotional kit) during the duty period for brand visibility. The kit will be provided by PFI.      
The Agency will be fully responsible for the fueling, and maintenance of the vehicle
The Agency provider will be fully responsible for the maintenance of the driver.
Contingency plan in the event of breakdown of the vehicle.

6.                PROPOSAL DEADLINE

All written responses to this RFP must be received by PFI no later than 5:00 PM on October 3, 2022. The proposals should be submitted to the following email address with the subject line “Mobile Van/Marketing Van Services Provider/Solicitation Number”:  indiaprocurement@pathfinder.org. Pathfinder has no obligation to consider or evaluate bids/proposals that submit after the due date and time mentioned above.

 
7.                MODIFICATION

If at any time prior to award PFI deems there to be a need for a significant modification to the terms and conditions of this RFP, PFI will issue such a modification as a written RFP amendment to all competing Agency. No oral statement of any person shall in any manner be deemed to modify or otherwise affect any RFP term or condition, and no offeror shall rely on any such statement. Such amendments are the exclusive method for this purpose.

8.                RESULTING AWARD

Single contract: As a result of this solicitation, PFI anticipates engaging a single independent contractor/company. PFI reserves the right to split the SOW and make multiple awards.

9.                PAYMENT TERMS

Cost-Reimbursable: PFI anticipates entering into a cost reimbursable agreement with the selected Agency. Payments will be made based on actual costs incurred up to a ceiling.

10.             PROPOSAL GUIDELINES AND INSTRUCTIONS
Agency will be required to submit proposals/bids, electronically, All proposals/bids must be signed and valid for a minimum of sixty (60) days.
 
Your proposals/bids should provide basic information about the Agency and relevant service offerings. It should have a section addressing each of the following areas:

Agency/Company
Provide a general description of Agency/ Company.
Past Performance
Provide a detailed track record of previous similar work undertaken.

References
Submit two (3) client references for each key member of the proposed client service team or for the organization
Provide any other information to demonstrate the Contractor’s capability in relation to the Scope of Work
Relationship disclosure – pass/fail
Describe any current or past relationships your organization may have with PFI, and if it is a potential conflict of interest. If there is a potential conflict of interest, please explain how this risk will be mitigated.
Describe any personal or familial relationships any employee of the Contractor has with any employee of PFI. If there is a relationship, please explain how any conflict of interest risk will be mitigated.
11.             EVALUATION CRITERIA
In evaluating the proposals, PFI will seek the best value for money rather than the lowest priced proposal.
Specifically, the selection committee will evaluate each proposal upon the following criteria:

PFI is not bound to accept the lowest or any proposal and reserves the right to accept any proposal in whole or in part and to reject any or all proposals. PFI shall not be legally bound by any award notice issued for this RFP until a contract is duly signed and executed with the winning offeror.
12.             Terms
PFI reserves the right to cancel this solicitation at any point and is under no obligation to issue a subcontract as a result of this solicitation.
 
PFI will not reimburse any expenses related to the preparation of any proposal related materials or delivery.
13.             Disclaimer
This RFP does not obligate PFI to award a contract, nor does it commit PFI to pay for any cost incurred in the preparation or completion of the proposal.

Notification: Only bidders selected to move to the next round will be notified of their status in writing. 

Selection: Successful bidders will be notified of selection and a draft contract will be shared for contractor’s review.
