Terms of Reference Public Health NCD Senior Consultant National Health Systems Resource Centre (NHSRC), New Delhi on behalf of Ministry of Health & Family Welfare is seeking application from qualified candidates for the above mentioned post purely on contractual basis. 1. Scope of Work The Senior Consultants (Public Health) will be placed at Regional Offices of Health & Family Welfare/ State Headquarters and work in consultation of MoHFW, New Delhi to evaluate, monitor and implement the National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases & Stroke under the umbrella of National Health Mission. 2. Duties and Responsibilities: • Coordinate and provide technical support to States / Districts under NPCDCS Programme. • Support to State in designing and implementing plan of action for capacity building, quality improvement and programme implementation • Develop innovative approaches to strengthen field level activities • Support in developing operational guidelines, Standard Operating Procedures (SOP), Training modules, Quality benchmarks, Monitoring and reporting systems and tools. • Assist in strengthening internal reporting systems, management information system, implementation plans, monthly / quarterly / annual work plan and annual budgeting exercises • Assist in annual budgeting exercise as per State PIP and monitoring of expenditure • Monitoring and evaluation of the programme through HMIS, Review meetings, Field observations, surveillance, operational research and evaluation studies. • Field visits to the States / districts for monitoring and supervision of programme as and when required • Supportive supervision and capacity building of support staff (technical / administrative) to increase the coordination and efficiency. • Public awareness regarding health promotion and prevention of NCDs and through Information, Education & Communication Mapping of the current communication activities pertaining to NCD in the states, in close co-ordination with the Communication cells of States. • Implement communication activities along with team & track progress of each activity, theme, script, material & tools and identify new communication needs and provide a monthly report • Represent department at national and subnational level in different meetings / workshop / conference / symposium • Coordination with the stakeholders, partners and donors to bring synergy to the programme • Any other works assigned by supervisor 3. Competencies: • Job knowledge and technical expertise • Has excellent knowledge of major public health system challenges and gaps in the country • Has a sound knowledge of relevant public health areas including – Non-Communicable Diseases, • Has a very good knowledge and experience in M&E and data management of national programs • Should be able to provide innovative solutions and analyses that helps improve the project efficiency and effectiveness • Should have analytical, negotiating, communication and advocacy skills. • Aptitude for technical innovations and data analytics • Should have excellent liaising skills with Multi-Stakeholder groups and partner agencies • Results based Management • Plans and produces quality results to meet established goals; • Ability to work independently and problem-solve. 4. Essential Qualification / Requirement: Education: • MBBS with MD Community Medicine / Master of Public Health/Equivalent in Public Health / Health Management. Experience: • A minimum of 03 years of professional work in health programme and/or project development and management including financial and programmatic management, research and monitoring. • Experience of working with the State Governments will be a strong asset. • Fluency in English & Hindi. Candidate with local language will be given preference 5. Place of Posting: Regional Offices of Health & Family Welfare (ROHFW) / State Headquarters (As per Annexure enclosed) 6. Maximum Age: Not More than 40 years 7. Remuneration: Rs. 90,000- Rs.1,50,000 depending upon experience, etc. 8. Other Allowances – TA/DA will be applicable for official visits to monitor, evaluate the programme. 9. Selection Procedure – Recruitment will be through National Health Systems Resource Centre (NHSRC) under the Ministry of Health & Family Welfare (MoH&FW) by open advertisement / GeM in terms of General Financial Rules ( GFR), 2017 and Manual for Procurement of Consultancy Other Services, 2017.
