2. Context:
 
Jal Seva Charitable Foundation (JSCF) is registered in India as a not for profit company under Chapter 8 of the Companies Act, 2013. JSCF is an associate member of WaterAid International and uses the brand name ‘WaterAid’ in India. 
 
WaterAid India seeks to improve access to clean water, decent toilets and good hygiene for everyone, everywhere.
 
We started in 1986 because no non-profit like us existed. We are determined to make clean water, decent toilets and good hygiene normal for everyone, everywhere within a generation. Only by tackling these three essentials, in ways that last, can people change their lives for good.
 
In India, WaterAid works with communities in rural and urban areas. Thanks to our amazing supporters, we have reached millions of people with these three essentials – clean water, decent toilets, and good hygiene – enabling communities to unlock their potential to break free from the cycle of poverty and to change lives for good.
 
We will not stop. Not until clean water, decent toilets and good hygiene are a normal part of everyday life for everyone, everywhere.
 
WaterAid India’s (WAI) country office is based in New Delhi with State Offices in Bhopal, Raipur, Bhubaneswar, Bengaluru, Hyderabad, Patna and Lucknow. We currently work in 11+ states across the country. 
 
WAI’s Programme focus in the next five years is on ensuring that communities – especially low-income families – are WASH secure i.e. with assured access to safe drinking water at the household level, with safely managed sanitation, institutions such as Anganwadi Centres, Schools and Health Care Facilities with adequate and appropriate health-care infrastructure and with good hygiene behaviours. We seek to do this through demonstration and the provision of technical and knowledge support to governments at all levels who can facilitate this adoption on scale. 
 
3. Overall Responsibilities:
Lead – Technical Support is to provide technical support to the State Jal Jeevan Mission (JJM), Assam as per the agreement between JJM Assam and WaterAid India. This position is responsible for Technical Support in terms of Capacity Building and Developing Materials. The scope of the work encompasses the entire state of Assam and requires traveling to field locations.Initial orientationwill be provided by the organisation and afterwards handholding support to the successful candidate on different aspects of the work profile.   
4.Work responsibilities
 
Strengthening the “Implementation Support Agency” (ISA) to perform their duties on ground as per JJM     guideline:
Review of existing “Capacity Building” modules and schedules for ISA.
Developing module and supporting materials for bridging the gap.
Developing a “Capacity Building” roll-out plan.
Developing IEC materials and handouts for reference and application within community by ISA.
Suggestions for strengthening the coordination and convergence between Assam State Rural Livelihood Mission (ASRLM) and JJM Assam.
Establishing a “Capacity Building” system for Water Users Committee (WUC) for existing as well as new pipe water supply projects:
Developing “Capacity Building” module for WUC.
Developing supporting materials (visual clips, posters, flip book, referral hand-outs, technical handouts, record keeping protocol, financial transaction protocol etc.)
Pilot training/ field testing of modules and materials.
Imparting the training to Master Trainers (ToT) on the module.
Developing a “Capacity Building” roll-out plan.
Providing hand holding support during initial roll outs.
Documentation:
Develop various documents including case studies from time to time for wider circulation among WaterAid India and other Government stakeholders.
Develop various documents for evidence generation of activities undertaken in the field.
Documentation of all meetings and other such engagements with different officials at state as well as district level.
Periodic update of MIS and providing supporting documents.
Coordination:
Periodic planning, monitoring and review of the progress.
Working with a team
Coordinating with government functionaries at various level
Other requirements:
Understand the entire process of implementation by JJM Assam.
Understand the entire capacity building structure and process related to JJM in Assam.
Efficient engagement with various stakeholders directly and indirectly involved with JJM Assam.
Any other tasks assigned by line manager from time to time.
5. Qualifications:
Basic graduation in social work, rural development, commerce etc.
5 – 8 years of technical support and engagement with Government stakeholders experience.
Prior experience in water, sanitation and hygiene (WASH) sector.
Prior experience of imparting training/ capacity building sessions as well as developing training modules
6. Skills, Aptitude and Attitude:
Ability to work comfortably in MS Word, Excel and Power point
Comfortable usage of English and local language – read, write and speak.
Ability to learn quickly and take responsibility.
Ability to speak and understand Assamese.
Understanding the socio-political aspect of Assam is an added advantage.
Self-starter and the ability to work with very little supervision.
