EXPRESSION OF INTERESTInvitation for Expression of Interest (EOI) for short listing of Agency/NGO to develop a video Documentation of project titled “Promoting sexual and reproductive health (SRH) right and prevention of gender-based violence (GBV) through a community engagement approach in Assam” supported by USAID’s MOMENTUM Country and Global Leadership: India-Yash, led by JhpiegoAbout the OrganizationChild in Need Institute (CINI) is a national level NGO that works in different parts of India to promote sustainable development in education, protection, health, and nutrition – for children, adolescent people, and women in need’. CINI is headquartered at Kolkata (Calcutta) with state operations in West Bengal, Jharkhand, Odisha, and Assam. The organization has been involved in several major community development projects in India since 1974, to support the women, adolescents, and children to survive, thrive and fulfil their potential irrespective of constraints and huddles. The organization works in collaborative approach with the Indian/State –Government, UN Agencies, Corporates, and other local and International NGOs for the betterment of community. Till date CINI has served around seven million people across its operating states.Project backgroundCINI is in the process of implementing a project titled “Promoting sexual and reproductive health (SRH) right and prevention of gender-based violence (GBV) through a community engagement approach in Assam”. The UN World Youth Report 2012 highlights that the transition phase of young people from school to a higher academic institution and to the job is a very critical period of the life cycle. In these crucial life cycles, adolescents and young people face many sexual and reproductive health (SRH) issues like lack of information, services, and support to prevent unplanned pregnancies, unsafe abortions, HIV/ AIDS, and sexually transmitted infections (STIs). In addition to the negative physical consequences of poor reproductive health, adolescents also face social consequences from gender-based violence like child marriages, early pregnancies including limited educational and employment opportunities. This ultimately leads to youth / adolescents’ inability to contribute to their communities and society. About the Intervention:The broad goals of the intervention are as follows:Promoting family planning/reproductive health services at community levelPrevention of gender-based violence (GBV) and risk mitigationAddressing inter linkages of Sexual and Reproductive Health (SRH) and GBV risksAddressing barriers faced by youths in accessing the information, services and goods needed to protect SRH care in 11 districts of Assam.Also, the objective/ priority of the project are as follows:Integrating SRH (Sexual and Reproductive Health) and GBV (Gender Based Violence) services at community level Identifying individuals at heightened risk (GBV+ SRH) at community level and making targeted efforts to support themTapping on existing networks (women/adolescent girls/youth) to amplify the voices of youthRaising awareness of the community on inter linkages of GBV and SRH issuesBuilding linkages between and within government and society to enhance youth engagement, leadership, advocacy, and participatory approaches to achieve improved SRHSensitization of key stakeholders to create enabling environment for adolescents and youth people to make healthy sexual and reproductive choices that enhance their welling. Identifying and reducing SRH unmet needs of adolescents and youthCombating gender-based violence by focusing on gender risk mitigation and prevention in order to promote gender equality and SRH care.Protecting adolescents from child marriage and early pregnancies through limiting the age of consent to marriage to 18 years, for girls and 21 years for boys, irrespective of genderStrengthening community outreach to address barriers to accessing sexual and reproductive health services like lack of agency, lack of knowledge, restrictive gender norms, gender-based violence, etc.Coverage Area: The proposed project covers 11 districts of Assam – Kamrup Metro, Kamrup Rural, Nagaon, Barpeta, Dhubri, Kokrajhar, Karbi Anglong, Cachar, Sonitpur, Sivasagar, and Dibrugarh. The intervention has representation from the diverse population-urban, tea tribe, rural, etc.Target Group“Early adolescents 10 – 14 years & Youth 15 – 29 years” With a focus on Socio-economic Categories C, D and E (the three lowest quintiles). CINI will work in 11 districts with 1 Vulnerable block in each district and 2 GPs per block and 3 villages per GP totaling 6 villages per district.Terms of ReferenceObjectives of the assignment:To develop a set of audiovisual videos on selected themesPurpose of documentary:The overall objective of the assignment is to develop a set of audio-visual bytes/videos on the issues of Sexual and reproductive health rights, gender-based violence, gender issues faced at community level, youth engagement, on interlinkages of SRH and GBVSpecific task for the consultant/consultancy firmDevelop scripts in consultation with CINI teamSharing detailed plan and scripts with CINI and incorporate comments received from CINISharing the first draft of video documentation I and incorporating feedback received from CINIWork with CINI Communications team to ensure compliance with quality standards and brand specificationsOutput/DeliverablesSubmit a storyboard and script for the films to CINI for approval before filming.Present draft videos to CINI at the end of the field mission for incorporation of comments.Develop a set 10 short (45-60 sec each) videos on selected themes like child marriage, gender-based violence, GBV and SRH, role of youth engagement, etc. Videos would be in Hindi or English (voiceovers, subtitling required)Required Qualification and Experience of the Consultancy FirmThe consultant /consultancy firm must possess with:Preferred 5 and above years of experience working in similar fieldExtensive experience in producing development work related video documentation/film making for National /International organizations with the aim of reaching both local and international audiencesExcellent technical capacities to ensure smooth and high-quality productionAdditional experience in development communication materials will be an added advantageEvaluation CriteriaEvaluation will be based on the criteria listed below:Technical proposal 60% and Financial proposal 40%3 years’ minimum experience in carrying out similar activities of at least 5 projects in the domain of Gender based violence and Sexual Reproductive Health.Criteria for technical evaluationTechnical criteria to evaluate agencies performance could be:Quality of proposal (20)Skill of the agency to perform the assignment including number of years of experience (15)Details of similar assignments conducted in the last two years (10)Staff qualifications – quality of staff/team members to be assigned for this project (10)Annual turnover (5)Timeline of the AssignmentSl.
