Terms of Reference Director – Regional Resource Centre for North Eastern States (RRC-NE) National Health Systems Resource Centre (NHSRC) has been set up under the National Health Mission (NHM) as an autonomous registered society, to channelize technical assistance and capacity building support to the states for strengthening the public health system. The NHSRC is also mandated to contribute to health policy / programme design and evaluation. Since its inception in 2006, NHSRC has been a repository of knowledge and a center of excellence for its agenda. This organization has professional linkages with a plethora of domestic and international bodies involved in the field of Public Health. There have been a number of personnel who have served with NHSRC and gained invaluable experience enabling them to graduate to the next rung of the professional ladder. Vast exposure to the Ministry of Health and Family Welfare, and its processes is a unique feature of NHSRC. National Health Systems Resource Centre (NHSRC) has been set up under the National Health Mission (NHM) as an autonomous registered society, to channelize technical assistance and capacity building support to the states for strengthening the public health system. NHSRC is seeking applications from eligible candidates for the position of Director at its branch office – Regional Resource Centre for North Eastern States (RRC-NE) at Guwahati, Assam. 1. Eligibility and Qualifications Essentials: • MBBS with Post Graduate Medical or Public Health Qualification or MBA from an institution of repute with specialization in Health Management / Public Health Management / Masters in Social & other Sciences / Public Policy / Public Administration with a minimum of 15 years of post-qualification work experience of which at least 10 years is in an area of public health or health systems strengthening, in a leadership position. • Excellent communication, writing & presentation skills, analytical and interpersonal abilities, fluency in English and at least one other Indian language preferably from a North-Eastern State. Working knowledge of Hindi would be desirable. • Demonstrated ability to work in and lead a multi-disciplinary team environment and also take initiative. • Capacity to effectively coordinate with different levels of Central, State Governments, academic and research institutions, civil society & other Stakeholders for forging partnerships for the implementation of public health programmes. DESIRABLE: • Proven track record to lead health sector reforms and assist National and/or State Governments with various forms of technical assistance to build up capacity for implementation of Public Health Programme at all level. • Experience of working in the Health Sector in the North Eastern States. 2. Role and Responsibility Director RRC-NE under supervision of ED NHSRC will be overall in-charge of the Regional Resource Centre, Guwahati including co-ordination of technical inputs from Advisors NHSRC and co-ordination with all the States/UT’s and the Programme Divisions of MoHFW. The key thematic responsibilities of Director RRC-NE include the following: 1. Lead the RRC-NE team to undertake situational analysis of key components of health sector and various health programmes involving states / UTs and contribute evidence to policy making. 2. Guide the preparation of policy proposals for organizational capacity building and reform, at the State, District and Sub-District levels, institutionalization of integrated planning and management, strengthening and streamlining of financial management systems, strengthening and streamlining of procurement and logistics, standardization of norms (services, staffing and infrastructure) at the primary and secondary levels, strengthening and streamlining of Health Management Information System (HMIS) and M&E. 3. Lead and guide Senior Consultants to assist the States in development of social mobilization campaign for community involvement and Behaviour Change Communication (BCC) strategy. 4. Lead & facilitate development of the institutional mechanisms for local planning and community processes, including training and orientation of PRIs, ULB and other local government structures, Community health volunteers, village committees etc. 5. Work closely with ED, NHSRC and Advisors to ensure that National programme priorities are included into State PIPs and followed up for implementation. 6. Enable Senior Consultants and Consultants at RRC-NE to work closely with counterparts in various divisions in NHSRC to achieve deliverables specific to RRC-NE. 7. Lead RRC-NE to learn and analyse the skill requirements in public health programme and health systems functioning of different states and create framework for capacity for Health Human Resource Development in Central and State governments in consultation with NHSRC. 8. Develop RRC capacities to a. Anticipate, plan, develop strategies and engineer health sector reforms taking into account inter-state and intra-state variation. b. Provide technical support to states to establish SHSRC / other technical and support institutions and build the capacity of existing SHSRCs in NE States. 9. Support to mobilize technical assistance inputs for the states and district administration, including preparation of Terms of Reference, inviting proposals / applications and facilitating recruitment/ selection etc. 10. Ensure programmatic excellence, rigorous program monitoring and evaluation, and consistent and high quality of finance and administration; recommend timelines and resources needed to achieve the strategic goals. 11. Ensure effective systems to track progress, and regularly evaluate program components, so as to measure success that can be effectively communicated to NHSRC, and other constituents through NHSRC. 12. Maintain official records and documents, and ensure compliance with government regulations as well as rules, regulations and bye-laws of NHSRC. 13. Ensure statutory audit of RRC-NE is completed on time to be incorporated in the final audit report of NHSRC. 14. Undertake such other assignments, which may be assigned from time to time by the Executive Director, NHSRC. Formal educational qualification and overall experience could be relaxed in t h e case of t h e extremely deserving candidate. Reporting: Director RRC-NE will report to the Executive Director, NHSRC.
