This project is a new intervention in the field of TB prevention aligned with two of the four strategic pillars of India’s National Strategic Plan 2017-2025 to “Prevent TB” through contact tracing, management of Latent TB Infection (LTBI) and air borne infection control and “Build TB” by carrying out research in different areas through technical assistance. Project Axshya Plus will majorly focus on Latent TB infection-diagnosis and treatment under programmatic conditions. Besides this, the Project will also work in close coordination with the National TB program to strengthen multisector engagement to make the country TB Free by 2025. The project activities will be implemented in 7 States (Assam, Chhattisgarh, Himachal Pradesh, Jharkhand, Maharashtra, Madhya Pradesh and West Bengal) and 100 districts with gradual scale up in year two and three of implementation.” The Position: The State Technical Advisor will be responsible for providing technical assistance to the State and District TB cells for planning, implementation, risk assessment, monitoring and supervision of activities under the Project Axshya Plus supported through The Global Fund to Fight AIDS, TB and Malaria (GFATM) in coordination with Central TB Division, Ministry of Health and Family Welfare, Government of India. The major activities under the Project will include: 1. Programmatic Management of Latent TB Infection (LTBI) including TB Preventive Therapy (TPT) 2. Multi sectoral collaboration 3. Research Studies 4. Strengthening Public Financial management services (PFMS) Specific Responsibilities: • In consultation with government and non-government partners, provide assistance in conducting a rapid informal assessment to review the existing planning and implementation of NTEP strategy for management of LTBI in the respective State and districts and identify key areas for support • Support the State and District TB cell to enhance the quality of decentralized LTBI services through planning and capacity development activities and field supervision • Coordinate with Regional Consultants for multi sector engagement and Provide technical support to develop and implement a plan for greater integration of NTEP with other sectors including Ministries and local bodies both at State and district level • Facilitate coordination of NTEP services with initiatives of other partners and stakeholders • Provide technical support for applied communication research and processes for monitoring, documentation and evaluation of the effectiveness of Axshya Plus activities. • Provide technical assistance in the documentation and sharing of experiences within India and globally on newer areas of managing Latent TB • Coordinate with research team of Axshya Plus project and support in data collection, compilation and coordination with NTEP team at State and district level for implementation research undertaken by the Project • To provide technical support to the Sub-Recipient partners, under Project Axshya Plus in the respective State and districts, on planning, implementation and supervision of the project activities • Strengthen monitoring and evaluation at district level for project activities and conduct regular reviews with district teams of Axshya Plus • Coordinate with the State PFMS Consultant and remain updated on the support being provided to the State for strengthening the financial systems • Submit a monthly feedback to the State TB Officer and National Program Management Unit on the progress, challenges and risks of implementation status of Project activities • Coordinate with the State TB Cell to organize quarterly review of Axshya Plus Project by the State authorities • Liaison with the State and District NTEP teams to streamline the challenges in rolling out the project • Participate in National, Regional and State level reviews to present the implementation status of Axshya Plus Project. • Coordinate and actively participate in periodic review meetings of SRs and partners / stakeholders • Coordinate with the National/State/District NTEP key staff, partners and other stakeholders • To provide support, as required, for additional public health activities (beyond Axshya Plus activities) for TB control as per program need • Perform other relevant duties as required by the Supervisor and/or Regional Director of The Union South-East Asia Office. Qualification and Experience: • MBBS/BDS/BAMS • Postgraduate degree or diploma in public health is desirable in related field • MBA (Hospital administration and management) will be an additional qualification • At least 3-5 Years relevant and professional experience • Experience of working with international donor funded projects related to national programs • Experience of working with Central and State Government in public health programs Competencies & Skills: • Capacity to work independently and collaboratively in a team environment with tact and diplomacy • Experience in leading teams and their capacity building /mentoring • Proficient in delivering time-bound results with quality standards; ability to perform multi-task. • An effective communicator with exceptional relationship management skills. Highly resourceful in networking with project partners and allied agencies. • Willingness to travel within the State and country as required. • Fluent written and spoken English. • Knowledge of Hindi and at least one other Indian regional language would be an advantage. • Strong oral and written communication, consultation and interpersonal skills. • Proficiency in Microsoft Office package Compensation offered: Maximum CTC budgeted for the position is INR9,26,000 per annum (non-negotiable).
