RFP for hiring staff under SETU project- FHI360/India
Background:
To ensure nation-wide availability of Technical Assistance (TA) on (i) implementing NACP and (ii) building capacity on pandemic preparedness systems that are resilient, responsive, and enduring to sustain epidemic control of HIV, NACO is currently exploring to set up a regional TSU model to cover all 28 states and 8 union territories. NACO has requested PEPFAR program in India (USAID/India and CDC/India) to assess the existing TSU structure and pilot the implementation of a new regional/cluster model across India. The Global Fund for AIDS, Tuberculosis and Malaria (GFATM) technical assistance (TA) funding from USAID under EpiC funding mechanism will support the assessment of existing TSU models and designing as well as implementing the revised regional model in all states except the North-eastern cluster which will be supported by Centers for Disease Prevention and Control (CDC)/Enhancing Global Health Security project.
Under the revision, FHI 360/India is now looking for suitable candidates for Strategic Expertise Technical Unit (SETU) for its 10 regional units throughout the country. Kindly refer to the below table comprising the total number of positions under each State and UT.

Period of Consultancy: 1st October 2022 – 30th April 2023
1. The Regional Team Leader (RTL) will mainly be responsible for the management and smooth functioning of the SETU at the regional level. The RTL will ensure that technical support is provided to the TIs and other divisions of NACP at the state level in a timely and efficient manner. He/ She will act as the focal point of contact for all matters related to the Regional SETU. RTL will work in close coordination with SACS/DISHA and other agencies/stakeholders at regional as well as state level. RTL will be based in the Regional SETU headquarters.
Desired qualification and experience:
- Doctoral degree and/or Master’s in social sciences, health or development field (or equivalent)
- 10 to 12 years of relevant project management and/or advisory experience in the health or development sectors in a leadership role.
- 2. The Prevention Specialist (PS) will mainly be responsible for management of SETU at State level. Provide technical support at the State level under the Prevention Cascade. PS will work closely with SACS and ensure timely roll-out of the prevention program as per the Annual Action Plan. He/ She will be responsible to lead the team of Field Officers- Prevention (FO-P) at the state level and ensure smooth functioning of the SETU team at the state level. PS will be based in the State other than the State where the Regional SETU headquarter will be located.
Desired qualification and experience
- Master’s and or doctoral degree in social sciences, medicine, public health or development field.
- 8 to 10 years of relevant project management and/or advisory experience in the health or development sectors.
- 3. The Strategic Planning Information & Research Specialist (SPIR-S) will be responsible to provide technical support on strategic planning, data quality assurance, data analysis, research, M&E and surveillance. He/ She will work in full coordination with the other team members of the Regional SETU. SPIR-S will be responsible to lead the team of M&E Officer at the State level and ensure smooth functioning of the overall M&E team within the Cluster States to help in coordination. SPIR -S will be based in the Regional SETU headquarter.
Desired qualification and experience
- Masters or Doctorate in statistics, population studies, public health, or social science.
- 8 to 10 years of relevant monitoring and evaluation experience in the HIV/AIDS sector.
- Experience in research and evaluation experience, including the ability to analyse and support its use in program and policy making
- 4. The Linkage Specialist (LS) will mainly be responsible for management of SETU at State level in Mizoram. Provide technical support at the State level under the Linkage Cascade. LS will work closely with SACS and ensure timely roll-out of the linkages under 95-95-95 with the objectives underlined in NACP-V. LS will be based in the Regional SETU headquarter in Nagaland.
Desired qualification and experience
- Master’s/Diploma degree in Public Health/Health Administration/Health Research with under graduation in medical sciences (medicine, nursing, dentistry or AYUSH) preferably with some work experience in the field of health programs ideally HIV/ AIDS or TB or Hepatitis or Comprehensive Primary Health Care or Maternal Health at National or State Level.
- Preferable knowledge of clinical aspects of the National AIDS & STI Control Program (HIV testing or ART or Viral Load testing)
5. Monitoring & Evaluation Officer (M&E O) will mainly be responsible for assisting the State AIDS Control Society (SACS) in strengthening the M&E systems of the partners NGOs those who are running TI and other prevention programs under NACP-V. He/She will also be responsible for providing administrative support to the RTL/PS in managing the SETU at Head Quarter base.
- Master’s degree in Social Sciences, Public Health, Management, or related field.
- Should have minimum work experience of 5 years in development sector with minimum one year of HIV/AIDS preferably in supervisory capacity and have experience of design and implementation of Targeted Interventions with core and bridge populations.
7. Finance & Administrative Officer (FAO) to manage the day-to-day accounts and overall financial management system of SETU at Head Quarter base.
Desired qualification and experience
- Should be a graduate in Commerce (B. Com or Inter CA)
- Should have at least 3 years ’experience in Accounting/Finance.
- Experience of working in social development sector desirable.
- Proficiency in Tally, Computerized Financial Management/ Accounting packages, Microsoft Office
