Reach to Teach is an international education charity that partners with government and like-minded organisations to improve the quality of teaching and learning outcomes from grades 1-12.The guiding principle underpinning all its programmes is that the systemic change is key to building strong competencies that lead to desired learning outcomes. The objective is to support learning needs and challenges of a child during the academic journey by building a supportive ecosystem to foster learning. We believe that every child can learn, and that a strong foundational education enhances their life chances. Reach to Teach currently works in Delhi – NCR, Gujarat, Haryana and Arunachal Pradesh, and will be expanding its operations to other states particularly in the north east of India. Reach to Teach invites interested and capable agencies to submit proposals for the selection of agency for providing taxi services on PAN India basis.Summary of deadlines

Any query received after the due date shall not be entertained. Proposal must be submitted electronically on or before as per the deadline motioned above in email address, indicating the subject line of the e-mail the company name and RFP number. The proposal shall remain valid for a minimum period of 90 days after the deadline of submission. Proposals received after the due date and on any email ID other than procurement@reach-to-teach.org  will not be considered.Acceptance & Rejection Reach to Teach is not bound to take immediate decision on the acceptability or unacceptability of proposals submitted by any bidders.Proposal can be rejected at the submission stage or later if found technically non-compliant due to errors or failure to following bidding instructions.The proposal must be signed by an authorised signatory for your company.RTT shall notify the selected Vendor through a notice of award. RTT shall also notify in writing, the other Vendors who were not selected without disclosing the reason for rejection.RTT reserves the right to accept or reject any Proposal, and to cancel the procurement process and reject all Proposals, at any time prior to award of contract. However a communication will be made to all bidders on such cases if required.Scope of work
The agency should be able to provide value for money solution in terms of cost effectiveness, timing and comfort of travel on a regular basis. Work that shall be undertaken:Hours of services The agency should provide services as and when required, this include all working days, weekends and holidays. Should be able to provide services round the clock during any emergency/crisis situation. Area of coverage The current operational areas are Gujarat, Haryana, DELHI-NCR , Arunachal Pradesh and Assam. The coverage area may expand to other state in due course of time. The requirement will be for both urban cities and remote areas.Vehicle Quality
All vehicles should have:Commercial registration numberAll legal documents including comprehensive insurance, a valid fitness certificate, PUC .Should be equipped with first-aid kits, GPS , Spare Wheels, Functional seat belt in all seats along with the glass breaking instruments.Tyre tread on all vehicle tyres must be at least 2 mm at all times.Should follow COVID safety protocols, Vehicles should be sanitized before and after the duty on everyday basis. The vehicle should always have stocks of face masks, hand sanitizers.Vehicle must have Smart tag for toll taxes (wherever possible).The vehicle should not have any pending challan dueAny vehicle should not be more than 4 years oldDriver Specifications The driver should strictly follow the speed limit imposed by the GOI.They have valid Driving Licenses; in addition to them being well groomed & ensure COVID-19 precautions all the time. Ensure that the drivers have relevant driving experience and have police verification.Drivers must be fully vaccinated and must carry the certificates as a proof while performing the duty.The Drivers deployed should not convicted or not under trial by the Indian Penal Act or any other traffic law.The driver should not drive under the influence, tobacco & alcohol.The driver should have sufficient money to meet transit expenses i.e. toll, fuel etc. Other Safety Measures In any situations of breakdown enroute in between the duty time, there should be a back-up plan ready to address the emergency/crisis situations.Proposal Components1. Organisation Information
Agencies shall furnish the vendor information sheet along with the proposal with following documents.:Company profileCertificate of Incorporation / GST Registration CertificatePAN CardList of clients with references (Minimum of three which Reach to Teach may contact)Cities / area covered at PAN India level.2. Technical Capability Agencies shall furnish the information stating their capability to provide services across the country. The interested agency/organisation should be able to furnish details of all kind of active licenses, permits and permission for work related to desired services.3.Financial Proposal The agencies shall furnish the proposed rates for different categories of vehicles and different geographies. The requirement is mainly for Sedans with occasional requirements for SUVs, and Station Wagons. In case of any significant change in price of fuel, the agency may put a request for revision of rates.4.Operational Process The bidder should mention their credit holding capacity along with the proposal submission.The agency  should set out in detail the process for booking vehicles and also for recording and approving travel and mileage and how this is recorded on invoices.Share escalation matrix and other processes to ensure quality services
